I don't follow the logic. The CFP is already extremely top heavy. How many P5 teams have a legit shot at the playoffs or the natty each season? Maybe 10.

12 is perfect because it gives us so many playoff games it also creates a lot of tension throughout the season in tier 1. The top 6-8 are battling for the bye week. 9-14 or so are battling for a playoff spot. 14-20 are battling to stay in the top tier without the play in bowl game.
There is too much history in college football rivalries to do away with those gsames. Imagine not having Bama/Auburn OSU/Michigan Texas/Oklahoma etc for years because one of them isn't in the top tier. That would suck. We missed some of those rivalry games this year bc of covid and it sucked.

Absolutely throw in the Group of 5 at Tier 4 and in 3 seasons the top teams there could, in theory, be in the top tier.
