All great input. I think it can be interpreted many ways. I have an idea of my own that occurred to me while listening tonight. Clearly this character of Stella is in trouble, sitting on a roof in a flooded city, crying in the darkness, while the song continuously asks "Tell me when help is gonna come". Things look pretty grim for Stella, her time apparently drawing nigh, and by asking urgently in her last moments for her father to put her in a song, she is asking him to make her immortal, as the song will live on long after she does. When you think of it this way, that urgency in Dave's voice as he sings the line really makes the song that much more emotional... The water's rising and Stella just wants her father to save her, and tragically, the only "help that's gonna come" is Dave writing this song.
