I would assume airlines have been scrambling to make sure their employees are trained and informed on their and the FAA's rules.
This new Delta thing is a mess. At first I assumed the airline was right because they were saying these are the federal laws, not our rules.
But the FAA's website says

The Federal Aviation Administration (FAA) strongly urges you to secure your child in a CRS or device for the duration of your flight.

And even Delta's website says

For kids under the age of two, we recommend you purchase a seat on the aircraft and use an approved child safety seat.

So this family purchased a seat, but decided to send that kid on another earlier flight so they could put the 2 year old in his car seat in that now-empty seat.
I don't know if Delta can claim the loophole that the technical owner of the seat, the older kid, is no longer here, so now the family doesn't get to own that seat any longer. But the bigger issue seems to be the airline incorrectly citing the laws.
