Yeah, either the venue or the city must have changed how early the lots can open for concerts. I believe in 2009 when I saw Phish at Camden the lots still opened around noon or so. Plus I believe their is either less available parking or parking is farther away since the 00s since the baseball stadium no longer exists and the Sixers took over Lot 2. They may not want a lot of people walking far away after being out in the sun for 5 hours or more.
Looking at their posted schedule of event times the shortest amount of time between lots opening and doors opening is two hours. Some go as high as three hours. The longest time from lots opening to show starting I see is 4:30 hours. And at that time you have to start moving in to the venue or leave the lot.
4 hours from lots opening until the posted showtime of 8pm is still a solid amount of time in the lot. (although it's no Hershey where the grass lot across the park opened at like 10am because that's when the park opens)
