Couple reasons IMO.

A)Mexico refuses to sign the safe third country treaty like the US and Canada have.

B)Mexico allows these illegals to cross through their nation en route to the US.

C)Mexico does absolutely nothing to halt this constant flow of caravans and such from central America.

Perhaps if Mexico would apply their laws and turn these people away at THEIR border or sign on the treaty the US and Canada have then the issue would be a little less complicated so if hitting them in the wallet might get some co-operation with them so be it.

We're closer to a war with Iran right now than we have been in a long time, and a lot of that is due to Trump's decisions to scrap the deal and Bolton's hard line stance. If anything, this admin is getting played by itself on Iran.

There is consistently a big drop in border apprehensions from May to July-Aug, bc of the heat & attendant danger.

The current crush isn’t a seasonal pattern per se, but it is still quite plausible trend will hold, and so the tariffs will look like they “work.”
