After it was clear that we would not agree on things, I said that the police will sort it out. The grandmother then accused me of weaponizing the police because we are white and they are black. The same officer came and a second officer arrived as well. As far as I know they were cited again for an off leash dog. Hopefully I can modify the fence enough to keep their dog out. I'm starting that tomorrow. Clearly we will never have a civil relationship with them as neighbors.

Ugh, sorry to hear that. I have had a situation with a neighbor at my last apartment too. This couple decided they hate dogs (except their own of course). They called in noise complaints against me and their downstairs neighbor over-and-over again even though my dogs never barked outside of normal hours. The Collie was an 10 week old puppy and they literally yelled at it/us outside because he approached them. They gave us dirty looks for like 6 months until about a month ago. The guy took his unfriendly dog to a dog park at night. We entered with our doodle and collie and after they calmed down, let them loose (the dog park is an off leash park). He immediately started to yell at us to recall our dogs. Our dogs didn't even approach his dog until he started yelling at us. Regardless we did and put them back on leash. He then turned to us and said "it is f*cking annoying, train your dogs." I absolutely lost it on him at that point. Went off and call him and "a$$hole" and told him off to his face that the entire apartment building hates him and his B*tch girlfriend because of how unfriendly they are. We then proceeded to tell him only a moron brings a dog who is afraid of other dogs to an FN dog park. He got nasty back and said something else and at that point I literally challenged him and he instantly backed down and scurried away like a mouse. I never get physical or look for a fight, but if you come at my dogs when you are the moron, I will absolutely fight you. He saw that in my eyes that I was ready and totally ran away like the coward he is. He avoided me every day after that until I moved away.
At my new place, one of the girls I met here told us that there was an Indian guy who lived above the dog park and used to come down once a day and scream at her to shut her dog up because he was very important was working. She pointed out he lived above a dog park and he claimed it was "not meant for dogs" despite all of the dog park signs! He than called her all sorts of names and said "go ahead, call the police as a white woman on the brown guy." So apparently playing the race card/police card in the new go-to for some idiots. Luckily he moved away before I got here. I would laugh so hard while dialing 911 if someone who was starting a conflict with me tried to guilt me about calling the police.
