This is correct, it's why there was an uptick in smaller teams this season. It's probably more difficult navigating the charter system right now as a new team than showing up to Cup races each week. Denny Hamlin even had trouble finding a second one for Kurt and I'd consider them a major player now.
The one downfall of making the leap to cup easier is that the Xfinity series will take a hit. Penske is now out, Kaulig made the leap to cup this season full time (they kept their Xfinity team for now,) GMS left Xfinity to partner with Petty, and Dale Jr. has talked a lot about finally making the move to Cup because of the Next Gen car. The limitations on Cup drivers in Xfinity hasn't helped.
