I actually disagree with his solos being any indication of how great a bass player he is. I've said it before, he is one of the tightest and smoothest bass players I've ever heard, and his ability to not only keep up with but compliment Carter Beauford on the drums is ridiculus. So, there are tons of songs that he drops serious Fonz-bombs on that could soothe a crying baby.
BUT, with that said, his Watchtower solos for the most part are rambling and incohesive, and as Simon Cowell would say, "self-indulgent nonsense." If you take away the distortion, effects, and his new pedal manipulation that he's been experimenting with, his solos can be played by any bass player with more than 1-2 years experience. Granted, the effects that he does use on those solos often set the mood and provide a solid intro to Watchtower, which is the whole purpose anyway I guess. But IMO, his solos are no indication of how awesome he is. If those Watchtower intros were all I had to base my opinion of him off, I would definitley not place him in my top 10 favorite bass players of all time. Probably one of the worst in a successful band actually. Luckily, I am familiar with his entire body of work.
