In 2015, Obama passed legislation that prevented ISPs from throttling or opening bandwidth to certain sites and services. Basically, all traffic was to be treated as equal. The Cheeto and his cronies want to overturn this because they say it micromanages the internet. It gives your ISP complete control of what you're able to access on the internet. If they want to charge more for streaming, they can tack on an additional fee to your existing bill for you to use streaming services like Netflix, Hulu, Pandora and the like. They can do the same for online gaming, social media and new sites. Or you can pay the same and have slower and poor connections to those sites and services.
In theory, they could charge more to access BBC, NPR, CNN, NBC, CBS, ABC, or they'll throttle the connections all while making Fox News free to access at higher speeds.
