If the US Supreme Court overturned Roe V Wade, and then states criminalized abortion, states could legally put people in prison for having or performing abortions. It would be unjust, but it would not be illegal. And if abortion rights proponents then started violent attacks against civilians, that would be even more wrong.
Regarding your second question, it's quite obtuse, considering that Israel has a robust military defense that reduces the killing. I personally find targeting civilians more atrocious than targeting military assets - what about you?
