I do think that every government dollar spent subsidizing them is bad because that dollar, environmentally-speaking, is much better spent on public transit and bike/pedestrian-friendly building/zoning

I agree that not all dollars should go to it and more focus should go towards the things you mentioned. However, I don't think that it's bad to subsidize hybrid/alternate-fuel vehicles. The majority of the U.S. is, unfortunately, heavily dependent on cars for transportation.

Batteries can be recycled. The process of mining materials for batteries is obviously not environmentally-friendly, but there's a trade-off with literally everything.
I don't think anyone would argue that hybrids are "good" for the environment, but they're one of the best options for transportation if you're looking to decrease your carbon footprint and still need a car.
