back in the day, depending on the number of people that showed up they venue would either do a lottery or in the order you got there. it's their call. essentially you have to wait until 10am and use their computers instead of your own. the venue isn't allotted any different number of tickets, it's whatever the promoters give the venue as a whole to distribute for public on sale.
theories use to say they had better tickets/could access the system early. with regards to the latter, it happened to me once, when i got tickets to darien in 2004.
