Fall tours are all about location and having a little more setlist variety. What the band has done more and more of on the fall tours (including the 2021 arena dates) is they focused mostly on markets that love DMB or have a demand for another show.
In 2012 they really focused on the east coast and then 1 Canada date and a little Midwest
2018 1 Canada Date and even more hyperfocus on the northeast and mid atlantic
2021 they had one casual market in Grand Rapids but the rest of those arena shows were Columbus, the rescheduled Mohegan shows and then big time MSG again
Having a new album isn't gunna fill up the seats of any arena because the fall/winter tour crowds are more about free tickets for local businesses that pass them to casual fans and die hard fans making the commitment to travel to the limited northeast + Ohio show.
People in the Deer Creek or Alpine or WPB lawn areas aren't going to arena shows. The very small % of fans who are dying for new music are not the target market of fall tour sales. What works is having shows in markets like Philly, Boston, DC, and New York and having the tour be close distances for the die hards who travel.
The Cville 2018 shows had tickets that were literally impossible to give away whereas MSG 2018 and 2021 were hard tickets to get especially in the lower level. Also of note is how the success of the 2018 and 2021 fall runs was also the fact they liberated some things and brought back old songs. That got the die hard fan to buy a ticket after Columbus each year to go to MSG or Mohegan or wherever the next stops were.
