Those Klipsch R-15Ms are passive, so you would need an amp/receiver to drive them. At minimum you'll need a turntable (duh!), a phono-preamp, and powered speakers (ones with their own power supply).
Is the $250 for the entire setup, or just the table? $250 for everything would be near impossible to do on new equipment, but you could definitely find some great components used/vintage (don't be scared off from that - great bang for your buck can be found on vintage equipment).
If $250 is for the table, check out the U-Turn Orbit.
Also, steer clear of the Audio Technica LP60, pretty much anything from Crosley, ION, etc - if it looks like a toy or a suitcase, do not buy it. It will cause skips, speed issues, and will sound like crap and you'll be turned off from the hobby before you get anywhere.
