I don't think there are any shuttles going to and from the venue from downtown, it's not that close to downtown. There's a Wing House (discount Hooters) across the street that's a popular hangout before and after shows. Also a Five Guys if you want a quick burger before you go in. We usually get a sub from Wawa down the street a little bit prior to going in, and there's also a Taco Bus (local chain, very good food) across the street from Wawa. Parking can be a bit of a shit show, but the nice thing is it's free after 4. Just be prepared for rain, and be prepared to sweat a LOT.
Yea, if you're looking to come directly from downtown/Ybor, the only options I can think of are take a $30(?) Uber each way or drive to the venue and park there. There are a couple popular places in the Brandon area (near the venue) where people pregame, but it's mostly just the casino and WingHouse.

If you want to park at the venue, USE THE MLK BLVD ENTRANCE. Avoid 301 and that entrance if you can. I tell people this every single year. If you're coming from the north or I-4, you're better off taking 75 south to MLK than going through the 301 entrance.

And yes, it's likely going to be hot as Satan's ballsack. HYDRATE...HYDRATE...HYDRATE.

Usually if it rains it's during the mid afternoon and ends before show time, but there's always a chance it could rain during the show. If you park at the venue, and the lots are muddy from rain, follow the attendants to a T because they'll keep you on dry ground. I went off venturing on my own one year and got stuck in the mud and luckily was able to get pushed out. But if you can't get unstuck yourself, you have to wait til after the show for tow trucks to pull people, which can take a long fucking time.

Also, the line to go through security and get your tickets scanned seems to get longer every year. Don't cut it close. Be prepared to possibly wait 20+ min in line. You also have a decent walk from the parking lot to the venue, and the line is usually shorter if you go the back (west) way, which is closer to the MLK entrance (another reason to enter/leave the venue through this entrance).
