It was only 2 last year as well for the $115s. I think it's been that way for some time.
The big change this year is that the axed the lower-priced "uppers" (aka corners and back of the floor and balcony which used to be just $85)

If you mean SPAC VIP, it can be. There's an area all the way to the back of the venue (behind the lawn) where they have some light food and more premium beverages plus usually live music. It's cool if you haven't done it before, and the seats are nice.
