My guess: both systems will have an infrastructure in place where there is a removable HDD component, and an installed SSD component that works in tandem. Like say a 50GB SSD that mounts your game during play, but the cold storage is on the HDD. Allows you to have a portable HDD, but the actual lifting is done off of the SSD. Would probably mean a small startup lag for games, as it'll take a little bit to mount the title to the SSD, but it'd be worth it.
That being said, as pointed out, there's no realistic way they can ship just an SSD.
