But yeah, they did not organize that well at all and did not plan for that many people trying to get into the space. They should give you a special wristband or something if you are in the little fenced-in space, and just give out a certain number.

I'm sure they do it this way for crowd control. When the whole pavilion is GA everybody is going to push to the stage. The extra fence allows them to monitor the occupancy and try to keep things safe. So it is likely they allow for the pit to be bigger when there is a limited number of 'pit' ticket holders.
