Hey man! First, Moreau is pretty legit. With that said, they are pretty strict on all of the things you asked about. NOW, we got around all of them last year, but they weren't happy. It's more of a "the park rangers don't want to cause a problem, so as long as you keep saying you're taking care of it they won't kick you out" kind of deal. but, they will hassle you. It's much easier to get the proper number of sites for the number of people, especially since this year it's on July 4th weekend. There is a small parking lot at the entrance gate to leave extra cars, there may be a small fee but I'm not sure. The max people limit is probably the easiest to skirt. There's no limit on the size of the tents you can have, just you can have two. Your best bet is to get two large tents, and you can fit 8 people comfortably. The rangers will assume they're friends visiting from another site, no problems with that. Last year I think we had close to 14 on one site for a night, they didn't like that.
