The ringing phone didn’t mean that the device was on/active. It’s something that networks do to keep callers on the phone while the wireless network tries to connect the caller to the wireless device they’re calling. Networks do a search when you place a call which can take up to 10 seconds, so the network will place a ringing sound while it searches the network for the person, but it doesn’t necessarily mean the device is on, or connected to a wireless network. It searches for where the phone was last connected, then expands the search, then terminates the call. This isn’t true of all networks, but it seemed to prove true of the networks there. Some networks, like AT&T, will go straight to voicemail if the phone is off.
tl;dr, the ringing is basically the carrier searching for the phone on a network but doesn't mean the phone is on.
