I have a hard time believing this.
He could've kept the old format and then cut them all to be in the same episodes more frequently. It was a stylistic choice.
He saw an opportunity to try something creatively and took a chance. I don't fault him for that.
It was worth taking and he assumed that, given how people had watched S1-3 over and over, that people would watch S4 over and over until they caught every detail and every connection.
But I do think it didn't work out as well as he'd hoped.
