    Not the most scandalous, but give the teacher points for blaming the school for not doing anything to stop the relationship, claiming they failed to stop her, and “allowed” the relationship to blossom. At least this is a new excuse/reason used by the teacher to justify(?) the student-teacher romance.

    The rule is because the 18 year old was in the same district, it's against the law. A pretty stupid rule.
