Every sitcom in the 90's had a laugh track. Can't really factor that in. The comedy they squeezed out of social situations and pet peeves were amazing. I wouldn't say genius, it was too simple... but the cast and directing of the episodes were near perfect.
Same goes for the office. The writers were amazing and the cast was perfect for what they needed to accomplish.
Both were amazing. Both are timeless. Both are different in their own way but as far as multi-season shows, I think these two are at the top of the list.
Also, I think both are an acquired taste, Seinfeld a bit more. The Office was built on dry humor and the exact opposite of "politically correct" corporate america. Seinfeld... ehhh you need to be somewhat neurotic for the show to finally click with you. Hard for the younger careless crowd.
