This. A lot of people are missing the fact that Stern didn't invent this question on the spot. If you ask "have you stopped beating your wife," regardless of what the person says back, they technically won't be answering the question.
But that implies that Stern thinks that "is the draft fixed" is a loaded question, which it isn't. It's an unfair or leading question, but isn't loaded or unanswerable. In fact, he did answer with a "no," but could have easily backed up his claim. He just chose not to.
