Basically about filtering. Honestly, selling that water is probably a little of a 'let's take advantage of crazy people.' I just use water from my Brita.
But it's not to mix with per se, you just put in a tad to lower the abv, so you can actually taste the tastes. Otherwise the alcohol just anesthetizes your tastebuds and you just have that burning that people associate with whiskey.

I still haven't really made up my mind about this. Some scientists in Scotland did an experiment with the different water sources and basically found no effect on the chemical makeup, based on which minerals, etc were prevalent in the finished product.
That was one experiment so no idea their process and I can't imagine there's not SOMETHING that the water content that affects things, so who knows.
