It's because it is not a standard format. Therefore, results will vary greatly. It could play on an ancient basic cd desk but not on your brand new dvd player.
What's amazing is that DD is actually selling rather well.
It's also more expensive to produce than a cd+dvd combo and the dvd side can only be single layer from what I've read.
